Bicycle and Pedestrian Plans
Bicycle and Pedestrian Master Plan – The bicycle and pedestrian plan was approved in 2019. The plan provides the vision and location of current and proposed bicycle and pedestrian facilities.
Greenway Master Plan – The Greenway Master Plan was developed in cooperation with the Portneuf Greenway Foundation. The plan developed corridors to guide the development or separated multi-use paths.
Public Transportation Plans
Pocatello Regional Transit Master Transit Plan – The master plan was approved in May 2018. The plan identifies a long-range plan for the public transit system in the Pocatello/Chubbuck Urban Area.
Bus Stop Inventory Technical Report (2025)– This report updates the transit stop inventory that was completed for the 2020 Transit Stop Accessibility Study, using 2024 boarding data, to identify stops that are high priority for improvements to bring the stop into compliance with the Accessibility Guidelines for Pedestrian Facilities in the Public Right-of-Way requirements. The report identifies if a transit stop has an accessible pedestrian access route and if that route is connected via accessible curb ramps to the larger pedestrian network. Other transit stop characteristics were inventoried.
Transit Stop Accessibility Study – The Transit Stop Accessibility Study (2021) provides an analysis of the ADA compliance of all fixed-route transit stops.
Coordinated Plan (2025) – Congress established a program within public transportation that specifically addresses improving the mobility of seniors and persons with disabilities.
Bus Stop Accessibility Study – The Bus Stop Accessibility Study evaluated all fixed-route bus stops for ADA compliance.
PRT Service Area Report – The Service Area Report analysis uses sidewalk locations to determine the service area of the fixed route network.
Corridor Plans
Yellowstone Corridor Plan – The Yellowstone Corridor Plan (2017) provides the twenty-year vision for the corridor and provides management tools for local and state governments to use to guide the operations of the corridor.
Other Plans & Studies
Innovative Transportation Solutions Project Report – USDOT SMART Stage 1 Grant – The report documents a USDOT SMART-funded pilot deploying advanced vehicle and pedestrian detection technologies along Pocatello/Chubbuck’s Yellowstone Corridor to improve traffic signal timing, reduce delays, and enhance safety through real-time data collection and optimized signal operations. It found measurable travel time improvements on the corridor and a benefit-cost ratio above 1, though pedestrian detection challenges and data limitations constrained some planned performance measures. Lessons learned emphasize clearer metrics, scoped implementation, and better coordination, with future work aimed at refining detection systems and expanding technology use.
Complete Streets Policy (2024) – This Complete Streets Policy applies to all projects, including the new construction, reconstruction, or planning of roadways, trails, and other transportation facilities that are funded using any of the following BTPO-controlled programs: Planning programs (Large Urban), Surface Transportation Block Grant (STBG) ( Large Urban), Transit Enhanced Mobility of Seniors and Individuals with Disabilities Program (5310) (Small Urban), and Transit Bus and Bus Facilities Program (5339) (Small Urban).
Multimodal Accessibility Guidelines of the Complete Streets Policy (2025) – The Guidelines establish policy recommendations for planners, engineers, designs, and other appointed and elected officials regarding infrastructure design in order to enhance Pedestrian and Bicyclist Levels of Traffic Stress (PLTS/BLTS).
Access Management Guidelines – The latest version of the Access Management Guidelines was approved in 2012. The guidelines provide a strategy in placing access to collector and arterial streets.
Traffic Impact Analysis Guidelines – The Traffic Impact Analysis Guidelines (2021) provide a method to evaluate the impact development has on the transportation network
Functional Classification – The Functional Classification System groups all public roads into classes according to the character of service they provide.
Intelligent Transportation System Plan – The Intelligent Transportation Systems plan describes the coordination and service areas of the Bannock Transportation Planning Organization Planning Area.
Unsignalized Intersection Plan – The unsignalized intersection study examined 31 major unsignalized intersections to determine the impact of development by 2045 would have on the inntersections.
