NOTICE IS HEREBY GIVEN, that Bannock Transportation Planning Organization (BTPO) invites the public to review and provide input on a proposal to amend the 2050 Metropolitan Transportation Plan and the FY 2027 – 2033 Transportation Improvement Program (TIP) to add the US-91 (Yellowstone Ave) & Park Lawn Dr Intersection Project, located in the city of Chubbuck, sponsored by Idaho Transportation Department (ITD).
The Metropolitan Transportation Plan is the region’s long-range transportation planning document. The Transportation Improvement Program (TIP) lists proposed federally-funded surface transportation projects for the next seven (7) years.
A few weeks ago, BTPO provided notice of the FY 2027-2033 Draft TIP but since taking comments, ITD has sought to add one additional project to the FY 2027 – 2033 TIP. It is anticipated that the FY 2027-2033 TIP will be adopted by the BTPO Policy Board prior to the closing of the public outreach period for this proposal.
ITD proposes to add a new project to the FY2027-2033 TIP – ORN26590: US-91, Park Lawn Dr. Intersection, Chubbuck. The new project is for the signalization of the US-91 (Yellowstone Ave.) and Park Lawn intersection at all 4 legs, and to add a right turn lane for eastbound Park Lawn traffic. The anticipated cost is $1.5 million for right-of-way, prelimary design, and construction, and it is anticipated to occur in Fiscal Year 2028. The funding source is proposed to be Federal – Nation Highway Performance Program, which requires a 7.34% non-federal match.
This signal was not anticipated in the BTPO Metropolitan Transportation Plan 2050 as the growth in the vicinity was not expected at the time. Since adoption of the plan, however, a traffic impact analysis has been completed demonstrating that volumes will warrant a signal by the time of the proposed construction. An agreement between ITD and Chubbuck in 2004 stated that at such time that the signal is warranted, ITD agreed to construct the project in coordination with Chubbuck.
To move forward with the project, it needs to be included in the Metropolitan Transportation Plan (MTP), and the FY2027-2033 Transportation Improvement Program (TIP).
