The four performance measures under System Reliability all relate to the time it takes to travel the region’s collectors and arterials as compared to non-peak traffic conditions. The measures are divided into Interstate, Non-Interstate National Highway System (NHS), and Non-NHS Collectors and Arterials. These measures will help ensure the region’s roadways provide reliable travel time for people as well as freight.
