Metropolitan Transportation Plan (2040)
On January 5, 2015 the BTPO Policy Board approved the 2040 Metropolitan Transportation Plan (MTP). The MTP provides a twenty-year approach to identify transportation problems in the region and provide a guide to potential solutions. The MTP is a Federal requirement which must be updated every four years. The update cycle allows for continual monitoring or progress made over the last four years and to provide adjustments to the direction the transportation system is headed. The MTP also contains a financially constraint list of transportation projects which will be constructed over the next 20-years.
On May 4, 2015 the BTPO Policy Board approved Amendment 1 to the 2040 Metropolitan Transportation Plan (MTP). The amendment made administrative changes to the conformity determination Section 5.8 on pages 83 – 85. Appendix C was also modified to reflect changes in the conformity determination. The changes added a 2040 milestone and reflected the MOVES2014 requirement.
On June 5, 2015 the Federal Highway Administration and the Federal Transit Administration issued a letter approving the 2040 Metropolitan Transportation Plan (MTP) and Transportation Improvement Program (TIP) Air Quality Conformity. The approval indicates that the MTP and TIP meet the requirements of the Clean Air Act and the MTP and TIP contribute to reductions in PM10 emissions within the Portneuf Valley Non-Attainment Area. The approval date also sets the date when the next update of the MTP is due. The MTP must be updated every four-years therefore the next update is due June 5, 2019.
