Reason for Modifying the 2050 Metropolitan Transportation Plan and 2024 -2030 Transportation Improvement Program
The City of Pocatello has been awarded funding from the U. S. Department of Transportation to complete the Terry First Connection capital infrastructure project that will result in improved multimodal and pedestrian infrastructure along the Terry St. and 1st Ave. corridor as well as over the Benton St. overpass and into Historic Downtown Pocatello to improve connectivity between the University, Warehouse, and Downtown districts. The Federal funding requires the project to be included in the funded project list of the Metropolitan Transportation Plan (MTP).
Modification to the Metropolitan Transportation Plan
BTPO proposes modifying Table 11, Funding Available by Funding Source and Time Period, and Table 15, Bicycle and Pedestrian Projects Included in the 2024 – 2030 Transportation Improvement Program. The modification will identify additional funding for and add the Terry First Connections project.
The Terry First Connections project is not included in the funded table for bicycle and pedestrian projects. The MTP identifies the Master Bicycle and Pedestrian Plan as the source of unfunded but needed bicycle and pedestrian projects consistent with the MTP. Three projects identified in the Master Bicycle and Pedestrian Plan Table 7 are combined in the Terry First Connection Project. The project also has additional intersection improvements.
The project has the following components:
- The project will install bicycle and pedestrian lane on Terry St. and 1st Avenue, including accompanying infrastructure: sidewalk, curb, gutter, streetlighting, trees, and stormwater mitigation.
- Signalize the E. Benton and 2nd Avenue intersection, including installation of signal features and coordination, reflective signal sheeting, and updated road signage.
- Install bidirectional bicycle/pedestrian path on Benton overpass, including any appropriate buffers and road alignment, re-striping, signage,
- Remove free-running right from W. Benton to Main intersection, realign the intersection, and install an updated signal at the W. Benton Main intersection and accompanying bicycle/pedestrian amenities.
- Update all existing pavement markings, sidewalks, ADA-compliant ramps, and curbing. Install updated stormwater facilities, including green stormwater vegetated swales.
Transportation Improvement Program Modification
The amendment modifies the following:
- Terry First Connections, Pocatello (KN24733) – Add project development of $677,625 to FY 2026.
- Terry First Connections, Pocatello (KN24733) – Add project construction for $7,822,375 to FY 2026.
