Transportation is a vital component of daily life, especially for older adults and people with disabilities who rely on accessible and reliable services to maintain their independence and quality of life. Recognizing this, the Bipartisan Infrastructure Law continued the requirement of a Coordinated Human Service Public Transportation Plan (49 U.S.C. 5310). The Coordinated Human Service Public Transportation Plan (Coordinated Plan) aims to bridge the gaps in transportation services for these vulnerable populations. The plan requires states, urban areas, and transportation providers to develop a coordinated, comprehensive strategy that addresses the transportation needs of these populations. It promotes cooperation among transportation providers, human service agencies, and other stakeholders to improve coordination and efficiency in service delivery.
Objectives
The Coordinated Plan has three primary objectives that guide its implementation:
- Improve access to transportation services: The plan aims to increase access to transportation services for individuals with disabilities and older adults by identifying gaps in existing services and developing strategies to fill them.
- Increase involvement of stakeholders: The plan encourages expanding mobility management services and additional outreach to ensure stakeholders know the transportation choices available and how to access these options.
- Improve the bus and physical infrastructure to improve mobility of the elderly and persons with disabilities.
