Executive Director Position Announcement
The Bannock Transportation Planning Organization (BTPO) seeks an Executive Director to replace the retiring executive director.
The successful candidate will provide oversight and direction for developing and implementing transportation plans and programs, coordinating with partner agencies and stakeholders, and advancing the Metropolitan Transportation Plan and regional objectives.
BTPO, the Metropolitan Planning Organization (MPO) in the Pocatello urban area, seeks a dynamic and experienced Executive Director to replace the retiring Executive Director. This role is pivotal in ensuring that the MPO’s planning processes are comprehensive, cooperative, continuous, and aligned with state and federal requirements. The Executive Director will work closely with the Policy Board and other stakeholders to implement the Metropolitan Transportation Plan (MTP) vision and oversee key programs and projects.
Bannock Transportation Planning Organization was designated Metropolitan Planning Organization for the Pocatello Urbanized Area in 1982. BTPO is a standalone agency governed by an eight-member Policy Board with an executive director and fiscal assistant. The offices are located in downtown Pocatello. The planning area is 101 square miles, including the unincorporated area of North Bannock County and the cities of Pocatello and Chubbuck. The estimated regional population is 80,746.
Key Responsibilities
- Create, administer, and manage the Unified Planning Work Program and the Transportation Improvement Program.
- Ensure inclusiveness and compliance with state and federal requirements, aligning with the Public Participation Plan.
- Coordinate with member agencies and other stakeholders.
- Manage the development, update, and implementation of the MTP, PPP, Title VI Plan, and the Coordinated Plan on their respective cycles.
- Pursue state and federal grants to support BTPO initiatives.
Operations Oversight
- Ensure fiscal integrity of the agency and oversee the annual UPWP.
- Ensure governance and board management rules related to postings, reporting, and following Open Meetings Law is followed.
- Ensure that the agency complies with federal and state planning regulations.
- Demonstrate exceptional verbal and written communication skills and the confidence to convene and facilitate critical conversations.
Qualifications
- Five years of experience with a Metropolitan Planning Organization or another regional planning agency, handling tasks relevant to the main responsibilities.
- A bachelor’s degree in urban or regional planning, transportation planning, public administration, civil engineering, or a related discipline.
- Familiarity with transportation modeling and GIS tools is preferred.
Transition
The overlap of the existing Executive Director to the new Executive Director will span six months, ensuring a seamless transition and stability within the organization.

Compensation
The salary range is from $73,000 to $100,000 annually, depending on qualifications and experience. The position is full-time, exempt. BTPO offers excellent employee benefits, including the Public Employee Retirement System of Idaho, health reimbursement account, paid holidays, and paid sick leave.
